I know she's had lots of other costumes over the years, and plenty of them that are a bit more modern, but when I think of Jubilee this is the costume that comes to mind.
The trench coat, the big pink glasses, the baggy high-waisted jean shorts... it's just so perfectly 90s! How can you not love it? :)
